  Romania subsidies and non-refundable grants summary 2015

Type of services applicable for owners:

  1. Writing and implementing projects for nonrefundable European funds

 

The services that our network can provide in this field are:

  • information regarding available grant opportunities;
  • framing your project within the appropriate grant program;
  • verification of applicant eligibility, project eligibility; recommendations and proposing solutions;
  • preparation of feasibility studies and business plans;
  • investment planning;
  • preparing and writing the grant project and all its attachments;
  • consultance and project management in the timeframe prior to  submission of the application for funding;
  • assistance in the field of public procurement procedures carried out before the submission of the application for funding;
  • assistance in the field of public procurement procedures carried out after signing of the financing;
  • project management services during the project implementation;
  • assistance in preparing the reimbursement documentation;
  • consultancy in the field of information and mandatory publicity.

 

The owner can obtain funding for the following:

  • building or upgrading the irrigation network;
  • building grain stores and silos;
  • establishment and/or upgrading the farm access roads, including utilities and connections;
  • investment in renewable energy;
  • establishment, expansion and modernization of agricultural infrastructure for access to farms.

 

Financing methodology:

Investment projects may include activities from several areas, which means that you can achieve integrated projects. For example, you can make a project which includes investment in irrigation, silos and equipment for biogas.

The project components, the maximum budget allocated and the co-financing varies depending on:

  • financing line,
  • type of beneficiary,
  • implementation area (ie disadvantaged),
  • other parameters.

A detailed analisys can be provided when the beneficiary and the type of projects are known.

The example provided above is based on the pipeline information available for the new funding timeframe 2014-2020, but the numbers are not yet approved by the European Commission. It is estimated that negociations will conclude in about two months.

 

  1. Consultance for achieving partnerships with local and central public institutions

 

Central and local public institutions may submit projects on behalf and for the benefit of the land owners. The activities that can be funded by these projects are:

  • establishment, expansion and modernization of access roads in forest areas;
  • establishment, expansion and improvement of infrastructure / local road in rural areas;
  • establishment, expansion, improvement of water related infrastructure/wastewater;
  • investments for construction, expansion and improvement of gas and electricity networks.

 

Financing methodology:

  1. Writing and implementing projects for non-refundable european funds (the same steps like above)

 

The farm operator can obtain funding for the following:

  • construction, extension, upgrading and equipping buildings/processing units;
  • establishment, expansion and modernization of forest access roads;
  • establishment and/or upgrading the farm access roads, including utilities and connections;
  • building or upgrading the irrigation network;
  • building grain stores and silos;
  • investment in renewable energy;
  • modernization of farm constructions, technical equipment and machinery, improvement of assets; quality, adopting Community standards, improving energy efficiency, improving  soil quality; management and aiming at the diversification of agricultural production;
  • investments in livestock farms aimed at the achievement of an appropriate level of endowment and modern facilities for the storage and application of manure and purification slurry, biogas facilities, machinery used in agriculture to reduce the GHG footprint, as well as technologies contributing to supporting a low carbon economy;
  • investments in biogas and biomass facilities;
  • developing and modernizing processing and marketing capabilities of agricultural products;
  • facilities for storage, packaging, certification and environment - friendly systems, labelling, promotion and marketing for short supply chains;
  • in some cases, acquisition of agricultural land and animals;
  • investments for carbon sequestration in agriculture and forestry.

  1. Consultancy for obtaining grants (subsidies) from the Agency for Payments and Intervention in Agriculture

 

The services in this area that we can provide are the following:

o   information regarding available grant opportunities;

o   framing your project within the appropriate grant program;

o   verification of documents required for obtaining financing;

o   case achievement for getting subsidies;

o   providing support throughout the process of verification and validation.

 

Available types of grants according to the financing organization:

a)       Support measures financed by the European Agricultural Guarantee Fund - EAGF:

o   Specific aid to producers of milk and beef in disadvantaged areas

o   Specific aid to producers of milk and meat from sheep/goats in disadvantaged areas

o   Specific aid to producers of milk and meat from sheep/goats in disadvantaged areas

o   Specific support to producers of milk and beef in disadvantaged areas

o   Specific support for producers of cow's milk and beef those in deprived areas

o   Specific support for improving the quality of agricultural products from organic farming sector

 

b)      Support measures financed from the national budget:

o   Agricultural Life Annuity

o   Complementary national direct payments in the livestock sector - cattle

o   Complementary national direct payments to livestock - sheep/goats

o   State aid to achieving voluntary welfare commitments of birds

o   State aid to achieve voluntary commitments welfare and protection of pigs

o   State aid for diesel used in agriculture

o   State aid for farmers in the livestock sector, to collect dead animals

o   Minimis aid for the purchase of milk cooling tanks

 

c)       Support measures financed by the European Agricultural Fund for Rural Development:

o   Animal Welfare Payments

o   Measure 211 - Support for mountain areas

o   Measure 212 - Support for disadvantaged areas - other than mountain areas

o   Measure 214 - Agri-environment

 

Finance methodology:

Project grant award is made for one type of culture or for a single species of animal. For example, you could file a grant application for sheep or rapeseed cultivation. Certain types of grants may be combined.

The subsidy amount varies according to:

  • type of package,
  • implementation area (significantly disadvantaged areas, disadvantaged areas of specific natural conditions),
  • area owned,
  • other parameters.

For farms with agricultural land larger than 50 ha, the amount received for agricultural land drops for those who exceed this value according to the table:

 

 

Some amounts granted under measure 214 are:

 

The amounts granted under measure 214 are aggregated, where appropriate, with other types of payments to the Agency for Payments and Intervention in Agriculture (direct payment – SAPS Single Area Payment Scheme, national aid transitional payment - NAT, deprived area).

For 2015-2020 level of EAGF payments – SAPS (euro / ha) was estimated as follows:

Other grants are awarded for coupled support.

For the vegetable sector, "coupled support" is granted for the following crops:

a) soybean oil;

b) alfalfa;

c) peas for industrialization;

d) beans for industrialization;

e) oil and hemp fiber;

f) rice;

g) potato seed;

h) hops;

i) sugar beet;

j) for industrial tomatoes grown in the open;

k) for industrial cucumbers grown in the field;

l) vegetables grown in greenhouses: tomatoes, cucumbers, peppers, cabbage for fresh consumption and for industrial cucumbers;

m) vegetables grown in greenhouses: tomatoes, cucumbers, peppers, cabbage and eggplant for fresh consumption and for industrial cucumbers;

n) plum for industrialization;

a) apples for industrialization;

p) for industrial cherries and sour cherries;

q) apricots and engrafted to industrialization

r) for early potato industrialization;

 

For livestock, “coupled support” is granted to livestock farmers of the following species:

a) cattle;

b) sheep;

c) goats;

d) silkworms.

For bovine it granted "coupled support" for the following categories:

a) buffalo milk;

b) meat cattle breeds and their half-breeds: cows and bulls of meat breeds, youth male and / or female breeds of meat, dairy and meat breeds Mestizo youth male and / or female metis meat breeds;

c) dairy cows.

 

 

The draft law for granting "coupled support" has not yet been approved. Value shown are not yet approved.
